សេចក្តីប្រកាសព័ត៌មានស្ដីពី៖ ដំណើរទស្សនកិច្ចសិក្សារបស់គណៈកម្មាធិការប្រកួតប្រជែងកម្ពុជា (គ.ប.ក.) ទៅកាន់គណៈកម្មាធិការប្រកួតប្រជែងហ្វ៊ីលីពីន (PCC)

រាជធានីភ្នំពេញ ថ្ងៃទី២៤ ខែមីនា ឆ្នាំ២០២៣៖ តាមរយៈការអញ្ជើញរបស់លោក Michael Galicia Aguinaldo ប្រធាននៃគណៈកម្មាធិការប្រកួតប្រជែងហ្វ៊ីលីពីន (PCC) ឯកឧត្តម ប៉ាន សូរស័ក្តិ រដ្ឋមន្ត្រីក្រសួងពាណិជ្ជកម្ម និងជាប្រធានគណៈកម្មាធិការប្រកួតប្រជែងកម្ពុជា «គ.ប.ក.» បានដឹកនាំសមាជិកនៃ គ.ប.ក. និងមន្ត្រីជាន់ខ្ពស់នៃអគ្គនាយកដ្ឋានការពារអ្នកប្រើប្រាស់ កិច្ចការប្រកួតប្រជែង និងបង្រ្កាបការក្លែងបន្លំ «ក.ប.ប.» ដើម្បីចូលរួមទស្សនកិច្ចសិក្សារយៈពេល ២ថ្ងៃ នៅការិយាល័យ PCC នៅទីក្រុងខេហ្សុន ប្រទេសហ្វ៊ីលីពីន នៅថ្ងៃទី២៣-២៤ ខែមីនា ឆ្នាំ២០២៣។ តាមរយៈការគាំទ្រពីគម្រោង COMPETE ដំណាក់កាលទី២ របស់ទីភា្នក់ងារ GIZ ដំណើរទស្សនកិច្ចសិក្សានេះមានគោលបំណងជួយដល់ គ.ប.ក. ដើម្បីទទួលបានការយល់ដឹងកាន់តែប្រសើរអំពីការរៀបចំស្ថាប័ន និងឧត្តមានុវត្តន៍កន្លងមករបស់ PCC ជាពិសេសលើការអនុវត្តច្បាប់ស្ដីពីការប្រកួតប្រជែង និងការបង្កើនកិច្ចសហប្រតិបត្តិការទ្វេភាគីរវាង គ.ប.ក. និងអគ្គនាយកដ្ឋាន ក.ប.ប. ជាមួយ PCC ផងដែរ។

នៅក្នុងកិច្ចចាប់ផ្ដើមនៃមតិស្វាគមន៍របស់ ឯកឧត្តម ប៉ាន សូរស័ក្តិ រដ្ឋមន្ត្រីក្រសួងពាណិជ្ជកម្មបានធ្វើការអបអរសាទរដល់ លោក Michael Galicia Aguinaldo ចំពោះការតែងតាំងថ្មីរបស់លោកជាប្រធាននៃ PCC ។ ស្របគ្នានេះផងដែរ ឯកឧត្តម ប៉ាន សូរស័ក្តិ ក៏បានរំលេចអំពីបញ្ហាប្រឈមដែលស្ថិតក្នុងដំណាក់កាលដំបូងនៃការអនុវត្តច្បាប់ ក្នុងការកសាងកិត្យានុភាព អត្ថប្រយោជន៍ដែលទទួលបានតាមរយៈការអនុវត្តយុទ្ធសាស្រ្ត «អាស៊ានជួយអាស៊ាន» ក៏ដូចជាធាតុផ្សំដែលរួមចំណែកដល់ការបង្កើតរបបប្រកួតប្រជែងដ៏រឹងមាំ។ល។

ក្នុងរយៈពេលទស្សនកិច្ចសិក្សា២ថ្ងៃនេះ គណៈប្រតិភូនៃ គ.ប.ក. និងអគ្គនាយកដ្ឋាន ក.ប.ប. មានឱកាសបានសិក្សាលើប្រធានបទ និងបញ្ហាសំខាន់ៗមួយចំនួន ដែលបានបកស្រាយដោយសមាជិកគណៈកម្មាធិការ និងប្រធាននាយកដ្ឋានពាក់ព័ន្ធនៃ PCC ដែលរួមមាន (១).ទិដ្ឋភាពទូទៅនៃរបបប្រកួតប្រជែងនៃសាធារណរដ្ឋហ្វ៊ីលីពីន (២).រចនាសម្ព័ន្ធ និងតួនាទីរបស់ PCC (៣).បទពិសោធន៍ក្នុងការរៀបចំស្ថាប័ន និងការរៀបចំផែនការយុទ្ធសាស្រ្តអនុវត្តច្បាប់របស់ PCC (៤).ផែនទីបង្ហាញផ្លូវសម្រាប់ការបង្កើតគោលនយោបាយស្ដីពីការប្រកួតប្រជែង (៥).ការតស៊ូមតិ និងការចូលរួមពីភាគីពាក់ព័ន្ធ និង(៦).នីតិវិធីរបស់ PCC ស្តីពីការអនុវត្តច្បាប់ស្តីពីការប្រកួតប្រជែង ការវិនិច្ឆ័យ និងការរួមបញ្ចូលគ្នានៃធុរកិច្ច។

បន្ទាប់ពីកិច្ចប្រជុំ ឯកឧត្តម ប៉ាន សូរស័ក្តិ បានថ្លែងអំណរគុណយ៉ាងជ្រាលជ្រៅចំពោះមន្ត្រី PCC ពាក់ព័ន្ធទាំងអស់ ចំពោះការចូលរួមចំណែកដ៏សំខាន់ក្នុងការអភិវឌ្ឍរបបប្រកួតប្រជែងកម្ពុជា ជាពិសេសចំពោះការឆ្លើយតបនឹងគម្លាតនៃការកសាងសមត្ថភាព ដើម្បីធានាឱ្យស្ថាប័នប្រកួតប្រជែងអាស៊ានអាចអភិវឌ្ឍជំនាញ និងសមត្ថភាពដែលចាំបាច់ដើម្បីធ្វើឱ្យការអនុវត្តច្បាប់កាន់តែមានប្រសិទ្ធភាពស្របតាម គោលដៅយុទ្ធសាស្ត្រទី២ នៃផែនការសកម្មភាពប្រកួតប្រជែងអាស៊ាន (ACAP 2025)។ ទន្ទឹមនឹងនេះផងដែរ ប្រធានស្ថាប័នទាំងពីរបានធ្វើការពិភាក្សាប្រកបដោយប្រសិទ្ធភាពលើវិធីសាស្រ្ដនិងមធ្យោបាយ ដើម្បីពង្រឹងនិងពង្រីកបន្ថែមទៀតនូវកិច្ចសហប្រតិបត្តិការរវាងស្ថាប័នទាំងពីរ ដើម្បីផលប្រយោជន៍រួមគ្នា ក៏ដូចជាដើម្បីទទួលបាននូវការរួបរួមគ្នាក្នុងតំបន់ផងដែរ៕

On a Study Visit by the Cambodia Competition Commission (CCC) to the Philippine Competition Commission (PCC)

Phnom Penh, 24th March 2023: At the invitation of Mr. Michael Galicia Aguinaldo, Chairperson of the Philippine Competition Commission (PCC), His Excellency PAN Sorasak, Minister of Commerce and Chairman of the Cambodia Competition Commission (CCC), has led the members of CCC and senior officials of the Consumer Protection Competition and Fraud Repression Directorate-General (CCF) to attend a two-day study visit to the PCC office in Quezon City, Philippines on 23rd-24th March 2023. With the support of GIZ COMPETE II, the study visit aims to assist the CCC in acquiring a better understanding of the institutional set-up and best practices of PCC, particularly on the competition law enforcement and enhancement of the bilateral cooperation between the CCC/CCF and the PCC.

In the beginning of the welcoming remarks, H.E. PAN Sorasak congratulated Mr. Michael Galicia Aguinaldo on his new appointment as a Chairperson of the PCC. Simultaneously, H.E. PAN Sorasak also highlighted the challenges in a nascent stage of regulation enforcement in building up credibility, the benefits of turning to the best practices through the implementation of the “ASEAN Helps ASEAN” approach, as well as the elements contributing to the robust competition regime etc.

During the two-day visit, the delegations of CCC and CCF had the opportunity to learn about a number of key issues and themes delivered by the Commissioners and Directors of the Offices of PCC, including (1). The Overview of Competition Regime of the Republic of the Philippines, (2). PCC Organizational Structure and Functions, (3). PCC Set-up Experience and Enforcement Strategic Planning, (4). Roadmap on the Establishment of National Competition Policy, (5). Advocacy and Engaging Stakeholders, (6). PCC Procedures on Competition Enforcement, Adjudication, and Business Combinations.

After the meeting, H.E. PAN Sorasak expressed his deep gratitude to all relevant PCC officials for their significant contribution to the development of Cambodia’s competition regime, particularly in addressing capacity-building gaps to ensure ASEAN competition institutions can develop the skills and competencies needed to make law enforcement more effective in line with the Strategic Goal 2 of ASEAN Competition Action Plan (ACAP 2025). Meanwhile, the two Chairmen had a candid and productive discussion on strategies and ways to further strengthen and expand the cooperation between the two institutions for mutual interests as well as to achieve regional convergence.
